Gov't Shutdown Affects on APHIS offices?

I was just reading some info about the gov't shutdown, and it mentioned an impact at the USDA I think.

Anyone trying to get their Annex II certified may want to call ahead to your local APHIS office to see if they are even open. Hope this doesn't affect anyone!
