Just try a different surgery. There will likely be no convincing her. She is absolutely wrong, but if she won't agree with what the government website says, I'm not sure how you can make her change her mind.

Sorry you're having such a tough time doing something that is seemingly so straight forward.  For those in the know....might the CCG help to correct this situation?  I notice they're listed on that website ("Am I entitled..") as a point of contact for help with GP registration difficulties.

Thank you ladies! I will try again tomorrow and if I can't get anywhere then I will find a different location.
My mother in law helped me locate a page that says NHS is not the same as Public Funds. I just needed proof of that as that woman tried telling me different and I had nothing to use for rebuttal.
