To be honest, it doesn't really surprise me. I think there's a real qualification overload here. It seems like there are about 5 levels of NVQ or SVQ or whatever, just for changing a bloody light-bulb! I'm definitely still trying to wrap my head around all the various qualifications and levels, and what they actually mean, and what they're actually good for, and what can progress into what, etc.
Of course, one would hope that people who were actively involved in hiring might have a better grasp of these things.
