did you ever get your PETS certificate?  It's called a third country cert. on defra, but they don't tell you have to contact the USDA and get them to sign you off.  Make sure you do this and pay the 76 bucks.  I know more FEES!  http://www.aphis.usda.gov/vs/ncie/exp-pets.html
