Can I register to get married BEFORE I arrive in the UK on my fiance visa?

Hi there!
I'm a US Citizen and my Fiance is a British citizen living in London. I'm applying to for my Fiance visa and we're planning to get married as soon as possible so that I can get my marriage visa and start working (we're planning a wider celebration when we have more time over the summer).

We're wondering, what is the wait time required before we can get married? Can we register for an appointment, for say, in mid April? Or do I have to wait until I arrive on the fiance visa first and am living there for 7 days before we give our 28 days notice?

If you marry in England you need to be a resident for at least 7 days before you give notice.  And you'll need your name on a utility bill as proof which will take a couple of weeks.  Plan on it taking a couple of months...  It's not quick here like the US.

I will apply for residency straight away, but we are moving in with his parents so my name will never be on a Utility Bill.

Would it be sufficient to change the address of my Bank in the UK? I already have an account with Barclay's from when I lived in the UK previously for 2 years on a working visa.
