New York is an easy state. My spouse has a NY license which she recently renewed for 8 years.

as the DMV Web site says, she had to submit a vision test report:
http://dmv.ny.gov/driver-license/vision-requirements-restrictions (you download form MV-619 at that link). Report was signed by a British optometrist.
Her license was renewed for 8 years (using the old photo they have) and mailed to our daughter's address in NYC. (She's moved to Calif. but the license lives on.)
Later I had to renew my Quebec and Florida licenses. For both I had to appear in person for vision test and new photo. I think I am allowed to renew the Florida license online one time; and Quebec I think this year has extended its in-person requirement to every 8 years but too late to help me.)
New York is relatively generous with one exception: my wife could not get an "enhanced New York driver license" (with passport-card equivalence) for want of proof of physical residence and presence in the state.
