Couple of H. Code rules clarifications

As I was going through the DVD I have, a couple of questions/answers kept coming up that I didn't think were correct. The words aren't exact....just the topic.
1. When driving, skipping a gear will save gas since you will spend less time accelerating.
Danged if that makes any sense at all to me. I guess you could save gas by keeping the revs down....but you don't accelerate faster by skipping gears.
2. Something about trams etc saving on pollution because they run on electricity. Hmm...maybe....but that electricity comes from somewhere and they are likely generating it by polluting like crazy.
