My British husband told me he opted out of the British social security system decades ago. He has paid into the U.S. Social Security system for years as a legal employee of U.S. companies though. His residency status is 'temporary resident alien' and will remain so.

Will he be able to claim U.S. social security benefits if he opted out of National Pension?

He will get US SS based on his FICA SS contributions and needs 10 years of those to qualify. He could still qualify for a UK state pension based on his UK National Insurance contributions, but if he gets those they might reduce his US SS. You should read up about WEP and get a UK state pension forecast.
