Taxes on student loans?

I'm a mature postgraduate studying in the UK and living here full time with ILR since 2005.

I no longer have any addresses to report in the US as my parents have either died or become estranged since I started taking out Stafford Loans c. 2009. I am in deferment until 2017 after I finish my doctorate.  It's a lot of money TBH.

When do I / did I have to declare this as 'income', as it is just a series of loans? I haven't paid a US tax return since 2003; I have earned no income there ever since.

I've been under the UK threshold for paying tax here, save a couple years' full-time work several years back (and I filed).

Thoughts?
