Form 14653 won't open

Hi all, I can't seem to open Form 14653 from this site: http://taxmap.ntis.gov/taxmap/ts0/form14653certifica_f_3969c680.htm. Could someone help me?

Everyone has this problem. Something is wrong with the way the IRS have configured this page of their web site. It is amazing that no one at the IRS thinks to fix it, even after more than a year of this link not working.

Try right clicking and "save link as" and save the .pdf to your computer. Then find the file in Windows Explorer or Finder and then open in Acrobat (not in browser).

  I have a few choice words for them at this point. But I won't say them. I'll try out your fix tomorrow and see if I get any joy. Right now I'm tired and going to bed. Enough for today.

The form that you link to above is the 2014 version. The new form (since February 2016) is significantly different, in terms of the describing the narrative statement of facts that you are to provide.

I am surprised you cannot get this form with the method I described above. I just tried it again and it worked. I am using Chrome browser. I go to this page:
https://www.irs.gov/Individuals/International-Taxpayers/U-S-Taxpayers-Residing-Outside-the-United-States
then right click on  "Certification by U.S. Person Residing Outside of the U.S." Then I "Save link as...". Then I go to the place where I have saved this file and open it in a pdf viewer (Acrobat), but without involving the browser.
