I've called Hargreaves Lansdown, Fidelity, and TD Direct.  As of this writing, no one sells US registered funds that can be purchased as part of an ISA.

Is it correct that it is not possible in the UK, or has someone found a platform?

Thank you.

This is a question that's occurred to me lately too. I've read that Vanguard has some ETFs that are both US registered and UK reporting. I'd like to know more about what those are, if anyone knows! I'm surprised that no one has been able to answer this question for you (or me), as it seems pretty straightforward.

There are a number of them. I had the Total stock fund until I sold the last of it when we moved back to the UK. I can't remember the main ones....but there are some old threads from 6 months and more ago that cover this subject.

The list of offshore funds with UK reporting status is available online through HMRC.

Several appear to be US Vanguard ETFs, for example....I just don't know any ISA companies that allow you to purchase them . . .

I hold several of the US Vanguard ETFs but I bought them before moving to the UK, and I don't believe they can be bought from the UK, without a Vanguard US account. (Vanguard.co.uk doesn't sell them)

Some of the investment providers mentioned by the OP do not accept US person clients at all.

Moving forward, it is inevitable that the UKs treatment of OIGs will change after Brexit. You'd think it might be become easier to buy offshore funds once the AIFMD is no longer important, but in practice the UK will find it needs some sort of protectionist PFIC type law to stop Brits moving all of their money offshore. Consequently I would be cautious of selecting long-term investments by relying on current UK tax law.

A tax expert just confirmed for me that it's basically impossible for a US citizen to buy US-registered funds.  At least we have some closure on this topic for now....

I plan to buy Vanguard ETFs through Charles Schwab UK. The funds will be in USD, domiciled in  the US

And shouldn't US citizens avoid ISAs?

have you got confirmation that Charles Schwab UK can do that? I've been asking myself the same question as the OP lately. It seems really difficult as many US companies won't work with expats...

Yes, I have emailed with them directly, and also spoken over the phone with someone from Charles Schwab Global. Thun Financial uses Schwab as well for their clients.

No matter where in the world you open a Schwab account, it is based in the US in USD.

The easiest way for a US expat to buy US registered funds is through an existing US account and as many US Vanguard ETFs are also UK reporting funds the convenient account to have is a US Vanguard brokerage. I would advise any US person to open one before they leave for the UK

Perhaps I should clarify something:  my original post related specifically to ISAs.  Charles Schwab UK does not offer ISAs -- full stop.  I know there are ways to purchase US funds -- I was concerned about how to do this within an ISA.

Let us know if you find an ISA that allows you to purchase US funds that are also HMRC reporting ie US Vanguard ETFs. I would probably avoid stocks and shares ISAs entirely and stick with the cash ISA if you bother with an ISA at all.
