Ah, in that case, they were correct to refuse your visa, because you do not qualify for it.
Not many people can qualify for an Unmarried Partner visa, so in most cases, they either have to get married first and apply for a spousal visa, or arrange to marry in the UK and apply for a fiance visa to do so.
In order to qualify for an Unmarried Partner visa:
- you would have to have been living in the UK on a different visa (i.e. work or student visa) for at least 2 years and living with him in the UK for that time
or
- he would have to have been living in Canada on a visa (i.e. work or student visa) for at least 2 years and living with you in Canada for that time
or
- you would have to both have been living together in a third country for at least 2 years.
As you cannot qualify for an unmarried partner visa, there's no point in trying to appeal or reapply for it.
If you want to move to the UK to be with him, you're either going to have to get married, or you will need to qualify for a work or student visa.
