Just out of curiosity @larrabee, do the rejections and the successful applications get issued from the same location? I know a recent rejection had a letter from Croyden so I wasn't sure if they were sent from two different locations. No, all settlement visa decisions are made by Sheffield for out-of-country applications, so all of them come from Sheffield.
Croydon only processes in-country applications to extend a visa if you are already living in the UK.
So the person who got a refusal from Croydon should have been applying for an FLR(M) or ILR visa, not an entry clearance visa.
