Thanks.  It's a work in progress but I was extremely vindicated when I called environmental health and the guy was like 'OMG EW what is the matter with them' and said calling was the right choice.

Also the note she left...admits that it was her.  So the council is pretty firmly on my side.  I know they don't want their properties to be ruined by the residents.

It was slightly concerning reading your original story and hearing people say you might want to live with the trash to keep the peace. I'm glad the council & environmental health are on your side!

sonofasailor, it changes nothing.  She should have a bin inside especially considering the fact that the council said they were going to give her one.  Who you pay your rent to doesn't make your literal sh*t stink less.

Yeah....I'd like to see them live with it.  And while they're living with it can I have their rubbish free home?? lol

There's something I don't like about your statement.
The way I've read it is that you are trying to lead/prod her into saying something like 'council tenants are scum'.... even though I'm pretty sure you don't think that way yourself.  :-\\\\

Completely agree! And I keep thinking what an awful example she is setting for her children.  At least with the intervention, she's getting a lesson in hygiene.

This is how that post felt to me as well.  The only reason it's relevant that she's council is because it means I don't have to find out who her private landlord is to raise the issue (as she would if her issue were with me).  It meant that Environmental Health has some kind of jurisdiction.

No, I would have complained to the landlord next door either way.  All I mean is that it saved me a second phone call.  And the council owns the freehold to this whole building, which we didn't know at the beginning of this, so public assistance has LITERALLY NOTHING TO DO WITH IT.

I've spent this whole process saying the behavior needs to stop and I told them specifically I want it to be in as nice a way as humanly possible.  So please stop trying to make me out to be the bad guy here.  I'm just trying to not have LITERAL HUMAN EXCREMENT sitting outside my door attracting vermin.

I read that as - She receives public assistance so he knew who to contact for help in the matter, not that there was any judgement of any sort. No one should live in filth. If she's receiving public assistance it could be for mental health reasons and this alert notified them that she needs additional help at home with daily activities. The council are providing her with help to manage the garbage indoors. Perhaps I'm being very american here without enough knowledge of how councils function, but how is it different to report a council tenant vs a private one?

Exactly, I was calling the council to report her either way before I knew the council owns her flat. 

Environmental health cares whether it's council or not (they fine people for fly tipping on their own private land even), but her being council means they can reach out and be nice about it instead of immediately slapping her with a £400 fine right off the bat.  And I asked them to be as nice as possible.

Let me present this in a different way. You do not actually have a neighbour problem.

Your neighbour could be a Saudi Prince of a single mother. In fact the relationship between your neighbour and whoever is providing her housing, or even if she is renting or owns, is none of your concern.

Your problem is with whoever is responsible for keeping the common areas clean and safe. The proper course of action would have been to contact them and report it.

I always chirp up when single mothers are mentioned. Nobody ever argues their corner..

I do the same with Travellers and people on strike.
