Healthcare Surcharge for Spouse Visa

Hi everyone!
I have a question about healthcare surcharge for application, was wondering if anyone could help me out. As I stated before, I am applying for the Spouse visa. The cost to apply has changed in the last few months. When I first looked back in April-ish there was a very clear chart that included what I was paying for. Now, it's listed as just a flat fee of $1976.00 I know I have to pay the healthcare surcharge as well, but I do not know if that is included in the $1976.00. Does anyone know if it is included, or if I have to pay the extra fee?

The visa fee in gbp is 1,464. That converts to the figure you have there.

Just reading through this and was wondering if someone could clear something up for me. I am applying for the Spouse settlement visa in October from Chicago. I have read a lot about "priority" application. From what I've gathered Priority applications are sent to the start of the queue. Is this correct?
My other question is can I use this service if applying from outside the UK? I found a service (VFS Global) but it says that people applying for settlement can't use their premium service. I am so confused. I have been searching for further information about this, but am going around in circles. Can anyone help clear this up for me?

Yes, you can use the Settlement Priority service through VFS.  It's $738.  It gets your visa to the BACK of the priority queue (currently about 6-8 weeks processing time).

The shipping is the $247.

You have to physically take your package to a UPS location but you can pay for the shipping through vfs global. Or you can arrange your own shipping but it's simpler just to go with the pre-paid option.
