You could always have them buy things from UK websites or Amazon.co.uk. that what my family does.
I'm going to do that this year. Besides VAT, shipping alone is way too expensive.

I have an ice maker on my wish list.

Yes this happened to me - I accidentally left my daughter's nice coat at my mothers house in the States during a recent visit home.  I asked my mother to send it back as it was a nice (ish) one.  And I got the same notice saying I owed around 40£ which made me so upset as the whole point was not to have to buy another coat :(
Anyway, researched and seems I couldn't have argued as my mom noted the value which is what they go on.  But insane as I already owned it.
Yes, now only ask for them to physically bring me things or order off Amazon....

RM essentially fixed their systems and processes for customs management in the big shed out by LHR where almost all incoming foreign post hits, hence why you now get docked for seemingly EVERYTHING. I tell my parents not to bother anymore/give us cash when we see them/order from amazon.co.uk if they absolutely must and we don't order anything from outside the UK because its just not worth it. Half the time the customs charge is more than the actual value of the item and its infuriating.
