Further isn't it the case the documents are supposed to be scanned from NY office to Sheffield, that's what people are paying for, and it seems Sheffield are now contacting applicants directly ??

Sheffield have always contacted applicants directly.
The only difference now is that the documents are initially scanned by New York and transmitted to Sheffield instead of the applicant mailing them to Sheffield. What you pay for is not for New York to scan the documents but for Sheffield to put the scans at the front of the line when they get them.
So under the old system:
- applicant mailed documents to Sheffield
- if priority was purchased, the package would be put to the front of the line behind other priority applications
- if anything was missing, Sheffield would contact the applicant by email to ask for them to send the missing documents to them by email
And under the new system:
- applicant mails the documents to New York
- New York scan the documents and transmit them to Sheffield
- if priority has been purchased, the scans are put to the front of the line behind other priority applications
- if anything is missing, Sheffield will contact the applicant by email to ask for them to send the missing documents to them by email
