I thought perhaps the person was saying the EOC was not privy to that info so to not make that a determining factor in their timing of the decision.

But sounds like it was more of a general don't buy a ticket until you see your passport as you never know what date they are going to give you, type of a situation.
I put down an arrival date of December 29th. I bought a one way ticket in February - naively thinking the process was not going to be this complex or that I had to send in my passport.
Yes, unfortunately buying the ticket should be the last thing you do, once you have your visa in hand.
I was unable to file the application till October 28 because I was booked to be in Wales until the 27th and had to disclose that as the last date I saw my husband.
It's not really that you saw your husband on the 27th, it's that you cannot submit the application while in the UK, so had to wait until you returned to the US to submit.
Hindsight is 20/20. Would not have gone then if I knew this was going to be cutting it so close. 30WD will bring me to December 19th.
I can't even give my job proper notice in case I don't get the visa - don't want to quit and then get denied and not have a job. I sold my house in June and have been living in my parent's basement - lots of fun when your 52 years old.
They do not make it easy, especially with the 30 day vignette limiting your arrival time so much. Best of luck, I hope it all works out for you.
