I had trouble getting the woman on the phone to even let me apply. I didn't have a job or interview coming, so they felt I didn't need a NI number*. I had to phone back various times, trying to figure out a way to get them to let me in the door. Finally, I said I had a prospective job offer, and I
needed it. So they let me apply, but I was then told I had to attend an appointment at one of the special JobCentre Plusses... I lived just north of Salisbury, and she sent me down to Southampton. I had to take a train to get there because I didn't have a car (still don't...
). By the time I finally was allowed to apply, my FLR(M)#2 was due, and I'd sent my passport and BRP off to Home Office. But I had post and my provisional driving license, so I thought I was fine for ID. All that way, and they turned me away without an application submitted....
Fast forward about six weeks, I get them to let me try again. My passport and new BRP are back in my possession, and this time I asked to go to a nearer office, and a friend took me up to Swindon. I don't remember what the issue was when I was there, but I remember them having to check with a supervisor over whether they would let me apply (!!), and I was on the verge of tears at this point. Finally, they relented, and it was only about a week later that my NINO showed up in the post.
* I
did need an NI number for my Blue Badge application. They won't let you get one of those without the NI number. Telling DWP that did nothing.
