US passport renewal. Fee's question.

Hi all.  I've had a really good look around the forums but can't find an answer.  My husband has to renew his US passport, preferably by mail.  We can get an Foreign Bank Draft through my parent's bank account (Lloyds) but it will be in their name and not ours.  The embassy website does say 'If a friend or relative can obtain a payment method exactly meeting the requirements listed on our website, they can send it to you for submission to the Embassy together with the other documents required in support of your passport application'.  I've checked with my bank and they don't do them. 

I wanted to check before we go ahead and order one, that I'm reading the requirements correctly and that it is ok for the bankers draft to be in their name as long as its payable to the US Disbursing Officer in the correct amount. 

Any help is appreciated.

I haven't had to renew since they changed payment methods, but that bit you quoted sounds like they're aware of the difficulties we expats are facing and are specifically allowing for your parents' offer to work for your husband.  I think they just want their money, and they don't care where it comes from (or in whose name).
9/1/2013 - "fiancée" (marriage) visa issued
4/6/2013 - married (certificate issued same-day)
5/6/2013 - FLR(M)#1 in person -- approved!
8/1/2016 - FLR(M)#2 by post -- approved!
8/5/2018 - ILR in person -- approved!
22/11/2018 - Citizenship (online, with NDRS+JCAP) -- approved!
14/12/2018 - I became a British citizen.  :)

Thank you.  I'm fairly sure it's ok.  I'll post any updates I have for others about to go through it.  :)
