Hi. Me again sorry for so many questions.

My mother in law has a question about my father in law retiring.

My father in law has a residency card here in the US. He is not a citizen, but has been paying into social security here for the last 30 years. My MIL & FIL are likely going to retire in England where my FIL’s family is. The question is, if he retires in England will the US revoke his residency card? If they did this, would he lose his social security retirement?

He will lose his residency but will keep his social security.  That’s his.

Thank you...is there some special way in which he has to be able to receive the funds in the uk?

His green card will become invalid for immigration purposes without him doing anything but to get off the hook for tax and filing obligations, he will have to officially surrender it by filing I-407 with the embassy in London.

If he doesn't, he will have to continue filing annual tax returns and fbars.

Note that US social security is taxed in country of residence. So living in the UK while drawing social security, it'll be taxed here in the UK but not in the USA.

Also note that, unlike early retirees in the USA, if he is not of full retirement age, but it taking an early retirement to live overseas, he will be unable to work more than 40 hours in any month or he will lose the full month's US SSA benefit. This will also happen if he owns his own business - he'd lose his SSA benefit for every month he was a business owner. Once he's of full retirement age (which will change depending on his year of birth), he can work or have a business and not lose his SSA benefit.
