Bringing 2 checked bags, ToR needed?

Hi all!
I looked for answers to this question and while it has been asked, the answers are still unclear to me. I am moving to the UK in 3 weeks and will be bringing 2 checked bags with clothes and small sentimental/personal items with me. I will not be shipping any boxes to the UK.

Can someone please advise whether or not I need to fill out a ToR form? I’m under the impression you need to fill this form out when you ship things over but some have said to fill it out anyways just to be safe.. can anyone definitively answer this question and/or has done the same? Thank you!!

I didn’t have to and brought two checked bags on the plane with me. 
UK Spouse Visa (Priority)
Approved: 1 May 2018

FLR(M) Standard
Approved: 16 June 2021

ILR (SET M) Super Priority
Approved: 29 August 2023

You do not need a ToR if bringing everything physically with you.   If you were shipping the bags, you would.  But not for checked luggage.

I brought two checked bags and a carry-on.  No ToR.

Having said that, I believe ToR relief allows you to bring in your possessions for up to a year after you move to the UK with paying import duty, so if you plan to move more stuff later by shipping it, definitely apply for ToR.  It's a limited time offer.  :)
9/1/2013 - "fiancée" (marriage) visa issued
4/6/2013 - married (certificate issued same-day)
5/6/2013 - FLR(M)#1 in person -- approved!
8/1/2016 - FLR(M)#2 by post -- approved!
8/5/2018 - ILR in person -- approved!
22/11/2018 - Citizenship (online, with NDRS+JCAP) -- approved!
14/12/2018 - I became a British citizen.  :)
