I'm afraid the evidence is different based on how you qualify for citizenship, and I'm only familiar with holding ILR and 3+years residence in the UK as the spouse of a UK citizen.  It seems, based on the documents you've listed that you might be qualifying under different circumstances.

I can say that the referee documents are NOT optional.  You must have two referees, one of whom must be of professional standing of any nationality.  The other must be a UK citizen at least 18 years old.  They can not be related to the applicant or to each other.  Both referees must have known the applicant personally for at least three years.
9/1/2013 - "fiancée" (marriage) visa issued
4/6/2013 - married (certificate issued same-day)
5/6/2013 - FLR(M)#1 in person -- approved!
8/1/2016 - FLR(M)#2 by post -- approved!
8/5/2018 - ILR in person -- approved!
22/11/2018 - Citizenship (online, with NDRS+JCAP) -- approved!
14/12/2018 - I became a British citizen.  :)
