Can you switch? Tier 5 (Creative) -> Tier 2 (General)

I am going over to UK soon on a Tier 2 General Work Visa.

My girlfriend is exploring options on ways for her to come over.  She is an experienced fashion model and could get signed to an agency and get a Tier 5 - Creative Visa.  Her long term goal would be to get a normal Tier 2 General Visa in a different field.

Could she come over and work under a Tier 5 - Creative Visa for a period of time and while in the UK apply and take job interviews in pursuit of a Tier 2 - General Work Visa.  Can you make that switch without a 12 month cool down period?

She cannot switch from a Tier 5 to a Tier 2 visa. 

Keep in mind that if after the Tier 5 visa finishes, if you decide to marry or qualify for the unmarried partner route, she must return to the USA to apply to switch categories as a Tier 2 dependent, which will likely take a couple of months.
