ILR - EVIDENCE DATE CONFUSION

Hi all, my husband is going to be submitting his ILR online application tomorrow but we are confused about the 28 days rule.
His latest letter from his employer stating his salary and other info is dated 05/011/20 so does that mean he has to submit his paperwork within 28 days from 5/11/20 or will it be 28 days from tomorrow when he submits his application?
if his evidence has to be dated 28 days prior of submitting his paperwork that means he only have till the 3rd Dec?

If anyone can please help with this as we have left it very last min.

The 28 days only applies to the date he submits his online application/pays for the visa... as this will be his official application date.

So, if his employer letter is dated 5th a November, that means he has until 3rd December to submit the online application.

His latest payslip and bank statement must also be dated no more than 28 days before the date he submits the online application.. so if he submits it tomorrow, December 1st, the latest payslip and bank statement must be dated no earlier than Nov 3rd and no later than Dec 1st.

He then has until his biometrics appointment to upload all his paperwork/documents.
