So, in terms of forms, he should file a 1040 and 1116?  @guya mentioned Schedule B - what exactly is that? Is it a separate form or another part of one of the two mentioned?

Schedule B is for reporting interest so if he has no interest to report he doesn't need it.

If he does have a UK bank account, he does need to submit Schedule B, being sure to answer all questions in Part III.
