There's so much crazy that it's hard to pick. I like this one:

Ah. Yes, that old one. They won't allow dams to be built on a river in a sensitive habitat because it would kill endangered species of fish. So all that water just goes where it has always gone, out to sea.
California may have to ration water (again) because the farmers in the central valley are using obscene amounts of water to raise the produce that is shipped all over the country to feed people. And then there are the vineyards that go in and drop the water tables in the vicinity so much that people's wells go dry. And almond trees. They are not native to California and they suck up amazing amounts of water. All of the above in the name of "free enterprise". Vast swaths of the land are arid and semi-arid. They've already diverted the Colorado River to the point that it no longer flows into Mexico and the Gulf of California. Add to that the huge population (that really shouldn't be there, as the land can't support that kind of number), the cycle in the SW USA of decades of drought that have historically come and gone, and the global warming scenario.... They're ultimately screwed, unless they do some spectacular interventions. The rich folks won't be, of course. It's going to hit the poor and later the working classes hardest.
But yeah, that one river isn't going to keep them from having to ration water.
