Moving to Porto / Portugal

Hope i am in the right Forum

Hi all long time...I am researching and ready to do a D7 Visa application to Porto/Portugal
- Do I need to do my FIN number and open a bank account before the Visa is completed or wait till I am hearing conflicting stories
