Actually...

The USC will be the sponsor, always. The USC can then have a co-sponsor to beef up any needed financial information.

USC has to fill out the Affidavit of Support. Then, if you're going to be living with your co-sponsor, such as parents, you can get them to fillout an I-864A, which is an agreement between household members. Otherwise, your co-sponsor has to do a full I-864.

The guidelines are needed to establish how much support you have to show to bring your UK spouse to the US. It can also tell you how much your co-sponsor will need to be able to show depending on the household size you live in.

That is exactly what my husband and I did. I was his sponsor, but made no money as a stay at home mom. My brother in the States is my co-sponsor. I stressed about this more than anything, but it wasn't so bad. The co-sponsor has to be a bit transparent about their financial situation which makes a lot of people uncomfortable, but he didn't care, he just wanted us to be able to move. Just a load more paperwork, really. 
I'm done moving. Unrepatriated back to the UK, here for good!
