Cheetos - maybe you are thinking of Doritos?  They are red/orange packet, fried not baked!  At least I've never seen the baked ones!

when i lived in the US, you could get the fried crunchy ones in the red packet, or the baked puffy ones in the blue packet.

Yeah, Cheetos are either "puffy" or "hard" -- at least, those were the scientific terms I always used to describe them!
