Depends on the state.  In NJ, Russ's UK license was good for one year.  He was not able to be named on the insurance policy until he had a US driving license and SS#.

Florida is easy. DH has one even though we are still residents of the UK, He's got a B1/B2 visa and the license is good for the 6 months of the visa so he just extends it every 6 months.
And of course the US tests are so much easier--he just walked into the local DMV on a whim and took (and passed) the test. In Florida you don't even have to parallel park any more!

From the Mass. Registry of Motor Vehicles website:
Residents of Massachusetts (MA) are required to have a valid MA license to legally operate a vehicle in MA. Out-of-state or foreign-licensed drivers MUST obtain a MA driver's license upon becoming a MA resident.

SO looks like you're a taxi driver for a while.

You should probably look through this site:

I moved to Mass a couple of years ago: you get one year, from the date you settle, to take the MA driving test.  So, your husband will be able to drive on his UK licence but getting insurance will be very expensive.

FYI- Progressive Insurance is charging approximately $200 extra per 6 month policy to insure the UK license holder in this family.
