I just got this info from the Brithish Consulate-General Los Angeles

It has info on who is elegible for visa, and documents required, etc.

Thank you for your recent enquiry about obtaining entry  clearance to the  United Kingdom as a  work permit holder or the dependant of a work permit holder.

Work permit holders
Nationals of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland and Slovenia do not need a visa to enter the U.K. as a work permit holder.

Nationals of Australia, Canada, Hong Kong, Japan, Malaysia, New Zealand, Singapore, South Africa, South Korea and the USA require a visa to enter the U.K. as a work permit holder for a period greater than 6 months.

All other visa nationals require a visa to enter the U.K. as a work permit holder for any length of time.

Dependants
All dependants of work permit holders, regardless of their nationality or length of stay, require a visa.

Each applicant should complete the enclosed application form VAF1 and return it to this office with the following supporting documentation, where applicable:

(a)   the original valid work permit;
(b)   a valid passport or travel document;
(c)   two passport photographs;
(d)   a marriage certificate bearing an official state seal (a certified copy is acceptable);
(e)   the birth certificates of each of your children and, where applicable, evidence of custody of the children (again, certified copies are acceptable).
(f)   the work permit holder’s passport. If the work permit holder is in the U.K, we need a copy of the work permit holder’s passport showing the entry stamp to the U.K plus the original work permit.
