No.  That is for Commonwealth nationals.

What about as an au pair???  Can US citizens do the working holiday, au pair thing?

US citizens don't qualify for au pair visas or working holiday visas (other than BUNAC, which is only for 6 months and which you need to be a student for.)  They can qualify as domestic workers, but only if they've been working with the same family for a year and move over to the UK along with that family.
Now a triple citizen!

Student visa 9/06-->Int'l Grad Scheme 1/08-->FLR(M) 7/08-->ILR 6/10-->British citizenship 12/12

If she's gone to University for a semester within the last year, she could come over for 6 months and work under the BUNAC programme.

you mean a domestic worker? If so, I have no idea.  Remember, US citizens don't qualify as "au pairs" and it has to be an already existing employment for over a year for domestic workers.

Unfortunately, it's not that simple, or easy- especially for an 18 year old girl with no university degree, skilled work experience, or immediate family connections to the UK.  To be honest, at this point in her life it's highly unlikely she'll be able to get any visa to live and work in the UK except a student visa- that's pretty much her only option, and even that is not a permanent thing. Might not be what you want to hear, but that's the way it is.

NO.  In order for her to qualify for a work permit, YOU have to prove that you can't find ANYONE else in the UK or EEA to do that job.  You'd have to show you advertised for the position and interviewed candidates, none of which were qualified for the position. 
Also, she'd have to have some sort of qualification (ie university degree).  You've been given excellent advice so far.  Basically, she can come over as a university student and that's about it. 

I know it's not what you want to hear and she wants to come to live in the UK.  But it's not as simple as hop on a plane and move.

If university is out of the question, you MAY be able to look at the option of local colleges and vocational type courses.  I don't actually know if this is possible but it's certainly worth exploring. 

Have a look at the Home office website and see where a student must be studying to get a visa.
