Would she be able to enter the country on these grounds for a long period of time whilst she does so.

She can stay for 6 months on a tourist visa.  She cannot work on a tourist visa and at immigration at the airport, she must be able to prove she has the funds to support herself for 6 months.

As long as it takes and she also want to train to be a vet.

If she wants to train to be a vet, then your BEST option is a student visa.  She can only visit for six months and has to prove that she can support herself-which I'm guessing she couldn't.

But she is not hte OPs dependent or daughter, so her only option would be a tourist visa.  No working.

Also, if immigration feels that the person is trying to get into the country for settlement purposes, they reserve the right to deny anyone entry.

I meant this part about the student visa.

The good news...student visas are easy to qualify for. My son has his high school diploma but has been working full-time for the past two years. But Greenwich Community College (several others too) have one year programs called foundation degrees to prepare foreign students for university here. My son was offered a spot for this fall on the spot. The cost is £5000 for the year. My son has a college fund from his grandmother, but my understanding is that international students still qualify for Pell grants and loans to complete their education over here.

We would be her guardians whilst she was here and she would to some extent be dependent on us. I really hope she can stay here for longer than six months.

No, she can't.  I'm sorry.  It's just not an option.  That would be over-staying and would be an incredibly stupid thing to do.  Seriously.  Looking at this, her ONLY option is to find a college or uni that she can enroll in and come here on a student visa.  I know it seems unfair, but these are the rules.

I am at present lookin at colleges in scotland to see if they would accept her. Would she not be aloud here to research her birth parents or family. Her surname is Bruce which she said is Scottish.

No, she wouldn't.  She could come in for six months only, and would HAVE to prove that she could support herself  while she was here without working or recieving public funds AND if there was any DOUBT they WOULD send her back.

Yes, you've stated this before.  The answers are likely to be the same.
Hollywood, CA -> London, UK 2004
London, UK -> Long Beach, CA 2007

Best 3 1/2 years of my life!

Sure - If she were a famous historian, I am sure she would qualify for the HSMP - Highly Skilled Migrant Progam, and be able to secure a visa to come and research her heritage.  But the Key words being HIGHLY and SKILLED, generally don't apply to 18 year olds.

If she wants to come over and spend 6 months hanging out in your local library researching her parents, she can do that on a tourist visa.

Seriously, we aren't lying to you.  It's just not that easy to come over.  The UK (and all other countries) have laws in place to restrict immigration, however unfair it may seem, it's the reality.

Yes, Bruce is a Scottish name... Is Bruce her adopted parents surname, or her birth name?   Either way, it doesnt matter.... if her parents weren't born here, being 'a Bruce' wont help her.  Ancestry doesnt mean a thing, where immigration is concerned.  She might well have bled out all her 'Bruce blood' the last time she got a paper cut!  ;)   ;)
She can come to 'research' her ancestry as a tourist, as long as she can prove the money to support herself during her stay.

Mate, i can see you are trying to help her, but... surely if she is 18 years old, she is an adult and can research 'colleges' on her own?
