Would it be cooking cocoa or drinking cocoa??

I am making chocolate buttercream frosting for Jackson's birthday cake.  The recipe calls for Hershey's cocoa, since that is not here in the UK, would I use drinking cocoa or cooking cocoa??  Just want to make sure.
