USDA vet

I'm starting the process to get my cat ready to move to England. I had to get a new vet closer to where I live now, and don't know these doctors. I just talked to somebody at the office and they scheduled me with a vet that is USDA certified. This vet is not the USDA vet for the area. I'm double checking with the USDA vet for my area, but does this mean that my vet should be able to do all the paperwork? Does this certification mean that she can sign off on all the final paperwork as well since she's USDA certified? I don't understand the difference between and accredited veterinarian and a USDA vet.

He can sign off on the USDA form, but it still has to be submitted to USDA for certification.  When you get to that part just Fed Ex it to your states USDA office and enclose a return Fed Ex with your billing number on it.  It took 3 days door to door in Virginia for me.

My cat, Chloe, had her first appointment tonight to start the process. I was so upset, she needed to be muzzled! They said they'll probably have to sedate her to do the blood draw. She loves car rides though, so I think that she'll just be stressed at the vet and animal reception, but will be ok through the ride and once over there. Since she's so highly stressed, should I put some kind of warning on her carrier or call ahead when we move to give Animal Reception a heads up?
