Most all regular vets are capable of carrying out the PETS process - albeit with a little help! Your vet just needs to be accredited by the USDA, which over 90% of practicing vets are.
On a side note, if you haven't yet done the vaccination or blood test, you're looking at six months at the very least before your kitty is cleared to enter the UK - seven months is a more likely estimate. If you're moving in the next couple of months, you're going to need to either leave your kitty behind until he or she is cleared to enter the UK, or bring her with you and submit him or her to quarantine for the rest of the six-month period - which, depending on how quickly you move on the vaccination and blood draw front and when you're actually leaving for the UK, could be as much as five months (and a couple of thousand pounds).
