so is it confirmed that I will get a provisional licence if i have ILR document? even though i dont have a passport. could someone just confirm it for me that DVLA does issue provisional licence to people with ILR document?
just in case I apply for one and get rufused and than I have lost my £50 as well, lol

I don't believe you have to have an ILR to get a provisional DL(only from what I have read).

More information please, why don't you have a passport?  Do you have a driver license from your home country? If so the see the link:

erm you don't need ILR but you do need a passport (i think?).  I don't remember there be alternatives..

You don't need ILR.  Here's a list of the ID documents you can use to get a provisional license.
