UK Unemployment Compensation - Need to delcare on US return?

Well, its that time again! Thinking about my 2009 US Tax return.

Im a US Citzen who has moved to the UK. The only foreign (UK) income that I earned in 2009 was unemployment compensation. Do I need to declare it as earnings on my US returns? Would I need to fill all the foreign earned income exclusion etc forms?

If I dont have to worry about those forms, or declare the unemployment compensation on my returns, it will be easy as I dont have to do all that worrying about having to be out of the US before qualifying for the credits, and can file in April.

Also, Im considering going with a tax preparer (actually he is a tax attorney, qualifed in preparing returns) and he wants the money BEFORE he completes the returns, is that the norm?
