Move back to the US with my husband

Hi guys, trying to figure some stuff out. I have been in England since September 22nd with my husband on a spouse visa. It has been really great except finding work or at least decent work and out of the blue he has been offered a job in the States! He thinks asking them to apply for a work visa could put them off so we now want to go through filing the I-130 form and then apply for a K3 visa. The job does not start until August 1st 2011, so we have time. We plan to be in England until at least May, possibly longer.
My questions are:

Can we make this application with us both being in the UK?

Does anyone know the expected timeline?

I don't know about the K3 visa, but I would think you would do DCF if you did it from England. But you have to be in the UK for a certain amount of time (6 months I think?) before you can apply, so you couldn't apply before March, and then it takes 4-6 months on average. I would bug them for the work visa.
