State taxes blunder

I've been living in the UK for 5 years now and have filed Federal taxes every year. Due to my own misunderstanding of the terminology surrounding 'domicile' and 'resident', though, I have not been filing Virginia State taxes...until now. I'm going to go fill out the VA forms I've missed for the past 5 years (what fun), but do I need to include a cover letter explaining my mistake or anything else with the forms once I send them off?

Virginia bases its tax on domicile.

You may want to speak to a tax attorney in Virginia about penalty negotiation in that State.

Thanks, guya. I don't actually owe anything in VA, thanks to foreign income exclusion (which VA accepts) and the fact I don't have any additional income/assets. So, there aren't any interest payments to be made as a result of the late filing - do you think it's still worth getting in touch with a tax attorney?

In terms of the foreign income exclusion - the VA Tax Dept website does say that VA allows for the exclusion, but there doesn't seem to be any place to declare it on the state forms - does that mean I send in copies of my 2555 and 1040 forms?
