I've been to a few websites found on google which offer a 5 year international driver's licence permit. One site offered it for $15 with a 6 month processing time, another site offered it for $60 for 2 week wait, while another charged $100 for a 3-4 business day wait. With all these options and websites out there dedicated to giving international drivers licence permits, I'd like to know which is the most efficient and cheapest way to obtain it? I'll be moving to England after 1st April and plan on buying a Vespa while out there to get around locally.

Any help that can be offered is greatly appreciated!

To be honest, you don't really need an international driver's permit - your US licence is perfectly acceptable to use in the UK and you will be allowed to drive on it for the first 12 months you are in the country. It's mostly only people with foreign language licences who benefit from a permit so that they have an English translation of it available to show in the UK.

So in other words, my US driver's licence is valid up to 12 months in the UK but will need to take a drivers test in UK after or before 12 months is up in order to continue driving?

Yes, that's correct.

I believe you can drive a Vespa on a provisional licence indefinately as long as you display 'L' (learner) plates. You can drive any motorcycle up to 250cc

Thats right.  If its of the 125cc variety, you have to complete a CBT as well, and this will be good for two years (and you will need to display L plates).  If you do not pass the test (which you dont have to) all you have to do is take the CBT again after two years.
