Child benefit and no recourse to public funds

Hi everyone,

Settle a debate for me. If you both you and spouse and children (<18 years old) are all US citizens, cannot claim UK citizenship, and all visa's say "no recourse to public funds", you CANNOT claim child benefits  (http://www.hmrc.gov.uk/childbenefit/index.htm [nofollow] )?

At this website, it says you can't:

Is that about right?
