Bringing a baby to the US and getting USC or LPR

Hoping someone here may be able to help. The situation is that the USC mother gave birth in Europe. She was born in Europe herself and gained citizenship herself through her mother who still resides in Europe. USC mother does not satisfy the residency requirement to pass USC on to the child.

USC and baby are here in the US. Baby is here on VWP. Mother has decided that she now wants to stay here. On that basis baby, I understand, could adjust and become a LPR.

However, baby may be able to become a USC through his grandparent. If they go that route how does it work with the grandparent being in Europe and the mother and baby being here.

Concerns are that the European grandparent needs to be here. From what I've read the baby has to be here in legal status so baby would have to move back to Europe while process takes place.

Any advice would be appreciated.
