No suggestions for that, expat, but my aunt (age 88) says nobody wears panthose any more!  ;)

You might try a website called the big tights company. They specialise in plus sizes but they may have tall sizes as well.

New Look has a tall section as well as a plus size section. I highly recommend them! Before I shop online i always do a search and look for voucher discount codes. Last time I ordered from "New Look" i saved an additional 20% on my total bill! Good luck & well wishes!
