Name change

Do I have to be a full citizen in order to change my name in the UK or is permanent residence (or with residence permit) sufficient? Or is it possible to change through the  US consulate?

I have not been able to correct my name on  my US passport for various reasons, one of which is that I have not stayed in the country longer than a couple of months.

You can change your name on your US passport at anytime...
