ETA: That may sound like an extreme idea, but then again the U.S.'s idea of withholding 30% of U.S.-sourced payments to non-compliant banks is extreme too (which by the way if I were the leader I'd consider reciprocating the withholding of the same payments going from my country to U.S. banks as well).
