It's a town called Pererborough, Cambridgeshire.
I know it (well, sort of - my colleague is from Peterborough and I've had to change trains there before). I live in Lincoln, so I'm about 65 miles north of Peterborough.
As most of the UK weather comes from the west or the southwest, Eastern England tends to do quite well weather-wise... a lot of the rain and low cloud gets 'taken out' as it moves over the high ground, so it doesn't rain as much by the time it gets here. Peterborough only gets an average of 24 inches of rain per year, which is about half what many US cities get in a year.
Actually, I sometimes write the weather forecast for RAF Wittering (about 10 miles west of Peterborough) when I'm working at the weekends (I would have written yesterday and today's forecasts, but the base isn't open this weekend)
