Bank requesting Tax information

Barclays have sent me a document requesting Tax compliance confirming I'm a US citizen and they want my social security number. Is this because they legally have to comply with the US in reporting foreign bank accounts. This doesn't in any way replace the FBAR I'm required to do does it?

Sorry I'm going to sound absolutely clueless here but this will be my first year in the UK as a US citizen.

I have to give Barclays the information but was just curious the implications?

It is part of FATCA and does not replace FBAR, you still have to do this if you meet the thresholds.

My bank, HSBC, asked for the same information in the format of an IRS W-9.  If you receive income from Barclays in the form of interest and such, then be sure you report it when you file your US tax return each year (assuming you meet the minimum income requirements to file a US tax return).

My bank sent me one too. It doesn't ask me questions; it just has information fields to fill out.

I'm a US citizen who's here for a year. So I'm assuming I put that I'm a tax resident of the US?

As long as you remain a US citizen, you will always be "resident for tax purposes" in the US, even if you've been on Mars for decades.

I understand that the US follows us for tax; the rhetoric of the form is what's unclear.

It is irrelevant if you reply or not. You will be reported on by the bank to HMRC whether or not you complete the bank's paperwork.  Your obligations to file an FBAR by 4/15/17 and an 8938 by the due date of the US tax return are unaffected by what the bank does or does not report.
