Maren, I'm so sorry this has happened, but at least there is an acknowledgement that something went wrong and a way forward. I just hope they didn't lose your original documents, too. So infuriating that they kept telling you it was normal. My decision email was June 1, but my letter was dated May 30, so that means it was 2 days to finish processing- not weeks.
As a victim myself, of a clerical error, that I truly felt was just covered up, I feel for you. And the added expenses cost us dearly, so I do hope they refund your money. I guess I will always wonder if the Pakistani couple in my refusal letter got an approval that was intended for me, and I got a refusal that was intended for them.
Bottom line is that it doesn't happen often, but when they do make a mistake, it can be a real doozy with serious ramifications.
